Executive Director, Community and Oral Health

Led by Glynis Schultz, Community and Oral Health (COH) delivers oral health services and integrated multidisciplinary models of care across 37 locations including bedded facilities, two residential aged care facilities, clinics, dental vans, home-based environments and the Halwyn Centre which operates under the National Disability Insurance Scheme standards to provide long-term care for clients with both intellectual and physical disabilities and complex health conditions.

Across these settings, care types include acute inpatient care in the home environment as well as care to medically stable, highly complex patients requiring chronic disease management.

To avoid emergency department presentations and hospital admissions, COH has partnered with the Queensland Ambulance Service, to provide a paramedic and allied health practitioner response when people fall at home. Through the Access to Community Care (RACC) program people are accessed with an acute exacerbation of a chronic condition, an acute illness or injury in their own residence.

Senior Director of Operations Oral Health

Led by Mario de Silva, Metro North Oral Health Services (MNOHS) provides public oral health services to eligible adults and children. Services are provided through a network of facilities including hospital (and satellite hospital) based clinics, community dental clinics, school dental clinics and mobile dental vans.

MNOHS is committed to providing excellent, multidisciplinary oral healthcare, which is evidence based, safe, effective and patient-centred. There is a strong focus on research and education for both staff and students on clinical placement at the various MNOHS facilities.

Led by Jayne Stevenson, the Senior Director Clinical Operations is responsible for fostering a strong operational and performance focus within clinical management teams across the community directorate, demonstrating excellence in strategy and planning, and leading by example. 

Clinical Operations within the community health directorate includes the service lines of: Rehabilitation, Extended Care, Home Hospital, Specialised Residential Care and Referral, Access and Navigation. The role develops and promotes innovative, accountable and continuously improving operating strategies, and ensures robust safety, quality and governance frameworks are in place.

The Senior Director Clinical Operations responds proactively to health environment trends and provides expert operational advice. The role fosters strong stakeholder relationships, ensuring their needs are included in health service planning and evaluation.

Working with the Executive Director, the Senior Director Clinical Operations ensures that clinical operations within the community directorate align with the Metro North Health services strategy and health reform priorities

Director of Performance and Planning

Led by Tim Moran, Planning and Performance provides leadership and support for managing COH long-term strategic goals, ensuring alignment between service lines, Community and Oral Health (COH) and Metro North.

He leads COH in developing and implementing strategic and operational planning. This involves collaborating with different areas and functions to create and assess service planning with a strong emphasis on the needs of patients, community, families, staff and the organisation. Planning and Performance supports future service developments with modern contemporary models and service delivery.

Dr Stephanie Hadikusumo, Director of Medical Services

Director of Medical Services

Led by Dr Stephanie Hadikusumo, Medical Services encompasses several specialised medical disciplines, including rehabilitation, geriatrics, palliative care and Hospital in the Home, each of which is overseen by a dedicated clinical director.

Our medical team comprises consultants, principal house officers, registrars, resident medical officers and interns, all working collaboratively to deliver comprehensive medical services. Additionally, COH is committed to supporting the education and training of future healthcare professionals by providing learning opportunities for medical students.

Beyond subacute hospital-based care, COH extends its expertise to aged care facilities, where General Practitioners (GPs) and Nurse Practitioners play a pivotal role in patient care. These services are available at facilities such as The Halwyn Centre, Cooinda House and Gannet House, ensuring accessible, high-quality care for the aging population.

Director Innovation and Research

Led by Mary Wheeldon, Innovation and Research progresses innovation, and sustainability priorities, and initiatives in consultation with the Executive Director, Community and Oral Health, Senior Director Clinical Operations, and other members of the Executive Leadership Committee.

The role collaboratives with operational leads of COH to achieve innovation, sustainability and excellence for the multidisciplinary workforce through contemporary evidenced-based standards, effective change management and leading-edge practice in line with Metro North Health strategic directions.

Manager, Corporate Services

Led by Lainie White, Corporate Services plays a crucial role in providing professional and operational management for a wide range of non-clinical support services. This includes overseeing the governance, accountability and management of 33 buildings, staff accommodations and the largest fleet of government vehicles in Metro North, in collaboration with the Facility Manager.

Lainie drives the development and execution of strategies that oversee the Corporate Services daily operations. This leadership ensures the seamless integration of non-clinical and clinical teams, supporting the delivery of safe, high-quality services.

Manager Consumer and Community Partnerships

Led by Claire Harrison, COH Consumer Engagement provides mechanisms to engage consumers to both inform and respond to service delivery. Its purpose is to establish and maintain systems, processes, tools, resources, education and evaluation methods, for consumers and staff to work collaboratively for service improvement.

It focuses on supporting diversity of voices and co-design at all levels of the organisation, embedding opportunities for improved health literacy, creating networks for integration across the continuum of care, providing navigation to health and wellbeing services, and leading the implementation of NSQHS Partnering with Consumers Standard 2.

Director of Allied Health

Led by Katherine Schultz, the Community and Oral Health (COH) services consists of a diverse allied health workforce providing care practice across a range of non-hospital settings including residential aged care and disability care, community health centres, satellite hospitals, inpatient subacute facilities and in patient’s homes.

Our workforce includes over 350 Health Practitioners across 15 disciplines and 150 clinical assistants across five roles.

As Director Allied Health within COH, Kate oversees the professional governance of allied health practitioners and assistants ensuring the delivery of integrated safe and quality care and a culture of continuous improvement. As an Executive Leader, Kate leads the Disability, Culture and Wellbeing, Workforce and Clinical Communications portfolios across COH.

Led by Michelle Kane, the Safety and Quality Unit has a directorate-wide function in developing and maintaining:

  • effective clinical governance systems
  • the quality improvement process
  • measurement of performance
  • infection prevention and control
  • procedural documents
  • consumer engagement strategies
  • evidence-based practice
  • clinical incident management
  • emergency and disaster management.

Led by Tanya Beaumont, the nursing profession at Community and Oral Health (COH) is focused on delivering excellent health outcomes and providing compassionate, patient-centred care to the whole community.

COH employs approximately 950 nursing staff across various departments, including both ambulatory and bedded care. These professionals are committed to delivering high-quality care with compassion.

The Workforce and Innovation and Multidisciplinary Education Unit reports to Tanya, supporting professional development, maintaining professional standards, addressing workforce demands and fostering innovation within the nursing profession.

Jodi Dwyer, Nursing Director, Norfolk Island Support Program

Jodi Dwyer

Nursing Director, Norfolk Island Support Program

Led by Jodi Dwyer, the Norfolk Island Support Program (NISP) ensures safe and effective access to integrated healthcare for the Norfolk Island community, aligning services with the Health Service Delivery Schedule.

The program acts as the primary liaison between Norfolk Island and Metro North, offering clinical advice to the Norfolk Island Health and Residential Aged Care Service (NIHRACS) and supporting stakeholders to navigate legislative, ICT, and community challenges.

The Nursing Director, in collaboration with the Executive Director, Community and Oral Health, oversees compliance with the Health Service Delivery Schedule, serves as the Subject Matter Expert for Norfolk Island within Metro North, and provides clinical and corporate advice to ensure seamless service delivery.

Manager Operational Services

Led by Lyn Preston, Operational Services provide several key support functions within Community and Oral Health.  These include environmental cleaning, patient handling and transport, courier services, the provision of patient food and security services. 

Our teams work closely with clinicians to support the delivery of an effective and safe service to our patients and clients.

Vikki Buckle

Manager, People and Culture Business Partners, Community and Oral Health Services

Led by Vikki Buckle, the People and Culture Business Partner team is the local embedded human resource support for COH. The team provides advice and support to our workforce and leaders and acts as a conduit between the directorate and the broader People and Culture Directorate services.  

Our team is committed to fostering and supporting a healthy, safe and inclusive work environment that maximises individual and organisational potential.  In support of this ambition, the team’s priority focus is on:

  • one to one line manager coaching to build individual line manager capability and capacity
  • design, development and delivery of local learning and development initiatives and programs
  • early identification, intervention and de-escalation of employee relations matters
  • industrially compliant organizational change
  • building and maintaining a strategic line of sight to key workforce performance metrics to support evidence-based decision making and drive cultural transformation.

Principal Communication Advisor

Led by John Walters, the communication approach for Community and Oral Health is multi- faceted focusing on effective and efficient stakeholder engagement, communication, marketing, change, internal communications, staff recognition, issues management, publications, and media and social media campaigns and activity.

The communication approach is based on delivering balance and best practice when focusing on operational and strategic priorities of the directorate and health service and maintaining effective communication and engagement across many sites within the Brisbane north and Moreton Bay catchment. v
