Why is this important and what’s my role?
According to the Public Sector Act 2022, selection decisions must be based on merit (the ‘merit principle’). Your role is to make sure the recruitment process is open, transparent and fair. You also need to thoroughly assess a person’s skills, experience and capabilities, with multiple strategies including resume checks, interviews, work samples and referee checks.
What do I need to do?
Know your role and responsibilities
Make sure you know what your role and responsibilities are when recruiting for Metro North Health. These are set out in the following directive and policy.
If you’re chairing a panel, you have to complete mandatory recruitment and selection training. You can do this online via the Talent Management System (TMS) or register to attend a face-to-face session.
Evaluate the role you need
If you’re creating a new role or significantly changing a role, you’ll need to conduct a role evaluation to work out the appropriate classification and pay level. This is determined by relevant awards, industrial agreements and HR policies. To know find out about role evaluation, refer to the HR Policy B1 Recruitment and Selection policy.
If you’re filling an existing role, review the Role Description (RD) to make sure it’s up to date. Check that it uses inclusive language, to encourage a diverse range of applicants.
Decide how to fill the role
It’s usually best to advertise vacancies in the open market to attract a diverse and skilled workforce. Positions should be advertised for at least 10 working days, typically through the Smart jobs and careers websites.
Lodge a request to hire
Use Springboard to lodge your Request to Hire (RTH). You’ll need to include Responsible Workforce Management (RWM) approval documents and a word version of the Role Description.
What’s the role of the panel?
The recruitment process is usually overseen by a panel. It’s the role of panel members to:
- declare any conflicts of interest or prior knowledge of an applicant
- review and shortlist candidates
- conduct selection techniques, including interviews, work samples and role plays
- conduct referee and preemployment checks
- recommend a candidate and complete a selection report
- approve the selection report (this is done by the relevant delegate)
- make an offer of employment to the recommended candidate/s and give factual and constructive feedback to unsuccessful applicants

Make sure all panel members are well prepared and are clear about the process and what’s expected of them.
If you interview applicants, prepare questions to ask in advance. Make sure they cover both the technical and clinical aspects of the role as well as cultural or team fit. Refer to the recruitment webpage for a comprehensive list of sample questions that are behaviour and values based.
